Türkiye, Qatar, Pakistan and Indonesia Sign ‘Badr’ Defence Cooperation Agreement in Doha
The agreement covers military manufacturing, technical training, research and development, and closer coordination between the four countries’ defence industries.

DOHA : According to Raaz News | Türkiye, Qatar, Pakistan and Indonesia signed the “Badr Memorandum of Understanding” on Wednesday to strengthen defence cooperation, expand military production capabilities and deepen strategic partnerships. The agreement covers military manufacturing, technical training, research and development, and closer coordination between the four countries’ defence industries.
The Turkish National Defence Ministry announced that the agreement was signed in Doha, the capital of Qatar, by the defence officials of the four participating countries.
The signatories were Turkish National Defence Minister Yaşar Güler, Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman bin Hasan Al Thani, Indonesian Deputy Defence Minister Yusuf Jauhari, and Pakistani Defence Minister Khawaja Muhammad Asif.

Haluk Görgün, head of Türkiye’s Presidency of Defence Industries, also attended the signing ceremony.
In a statement, the Turkish Defence Ministry said the Badr agreement reflected the four countries’ commitment to further deepening defence cooperation and developing strategic partnerships.
Focus on Military Production and Technology
According to the ministry, the memorandum aims to promote cooperation in military production, strengthen defence capabilities and facilitate collaboration in technical military training, research and development.
The agreement is also intended to support the development of solutions and industrial sectors aligned with advances in modern defence systems.

The ministry highlighted the agreement’s economic significance, stating that combining the participating countries’ respective military production capabilities would promote industrial integration, strengthen defence manufacturing capacity and improve their ability to meet the requirements of allied and friendly nations.
The initiative is expected to foster closer ties between the four countries’ defence industries while expanding military cooperation and multilateral coordination in support of security, stability and shared objectives.
Türkiye Expands Defence Partnerships
The agreement comes as Türkiye continues to expand its defence partnerships with countries across the Middle East and Asia.
Türkiye, which has NATO’s second-largest military by personnel, has been supporting efforts by Gulf countries, including Qatar, to strengthen their defence capabilities. Ankara also maintains a military base in Qatar.
In August 2026, Türkiye signed a joint defence agreement with nuclear-armed Pakistan and Saudi Arabia. Under the reported terms of that pact, an attack on one party would constitute an attack on all parties.
Türkiye has also developed close defence-industrial ties with Indonesia. In July 2025, Indonesia signed a contract to purchase 48 Turkish-made KAAN fighter jets, marking a significant step in bilateral defence cooperation.
The Badr memorandum represents another effort to expand defence collaboration among Türkiye, Qatar, Pakistan and Indonesia, with a particular focus on military production, technological development and strengthening the industrial foundations of their defence partnerships.
